Since it’s dang near impossible to fire a federal employee, all SS agents who dropped the ball should be demoted to the worst jobs possible. And that includes the dreaded Hillary protection detail, unless it’s already filled with agents on other punishments.
My understanding is that the protocol is whatever DHS Director Mayorkas says it is. He needs to be questioned.

Congress has never authorized the funds for widespread security for political candidates. Presidents have heavy security because they’re Heads of State. Most security at these events is provided by state and local law enforcement, the governments of which then bill the campaign for.
