Congress has never authorized the funds for widespread security for political candidates. Presidents have heavy security because they’re Heads of State. Most security at these events is provided by state and local law enforcement, the governments of which then bill the campaign for.

Having a rooftop secured at 140 yards could easily have been done by local personnel, and economically. Failure to secure the rooftop is an inexplicable blunder. And, Trump has been literally under attack for at least a year with lawfare and constant comparisons to Hitler. It is pretty obvious he is high risk.
