You keep talking about school funding “reaching the student,” but you still haven’t explained what the hell that even means.
But poor kids are just as smart as white kids.
If would be happy to explain the red state vs. blue state differential in student performance, but you’ll first have to provide me with a link to the statistics that show this differential.
I think funding reaching the student is part of it.

Certain people work to obtain an education. Some demographics think a degree is a participation trophy.
We who employ such people know the difference.
While I agree that there are probably innate differences between groups of people. If that is the reason, then blacks should be failing in red states as well and that’s not the case.

I agree that changing outside circumstances will not remold people. Liberals have always been wrong on the point that, to bring meaningful change, requires the person from the outside.

You assume a monolithic Afro Heritage citizenry.
There is diversity. The smart Afro Heritage citizens did not migrate to the City States and remained in the red zones where they are the basis of the Afro Heritage minority-minority.

The inner city culture is rotten to the core. They desperately need more cops to protect them yet they won’t cooperate with any cop of any color. One of my BILs was a white who was bused to a nearly all black school back east in the early 70s. He and his 2 brothers didn’t eat or drink in the mornings. They said going to the bathroom at school would have been an automatic trip to the hospital, and picking up a basketball at the school a death sentence.
One went on to do foreign aid work in Africa. He loved working with blacks in the rural areas but they told him to never enter the city without one of them along to make sure he didn’t accidentally enter the wrong part of town. They told him he wouldn’t survive that sort of mistake.
Instead, that article cites ONE red state (Mississippi) and one urban school district in Texas (Dallas).
And the premise of the article is that teaching METHODS (not money) are the basis of the improved black student performance.
