No raw sewage, that’ll just contaminat the Huge Resort that needs to be built.

I’ve read that just one of these huge pumps can pump 18,000 gallons per minute and they have many pumps.

Salt water is a very good conductor of electricity. Just sayin...
Sea water is free and for the purposes of this exercise basically limitless. It is also harder to deal with than gas and will preserve some evidence while leaving the Israelis able to re-enter later while posing no risks to troops not in the tunnel system.
Additionally, flooding tunnels with water will often show you where *all* the hidden entrances are, unlike all the other agents you mention.
And finally, the only cost is the fuel to run the pumps.
