Washington — Hawaii Gov. Josh Green said Sunday he wished sirens would have alerted residents on Maui to evacuate as a wildfire quickly spread through Lahaina, calling the response by the island's now former emergency chief "utterly unsatisfactory to the world."
"Of course, as a person, as a father, as a doctor, I wish all the sirens went off," Green told "Face the Nation." "The challenge that you've heard — and it's not to excuse or explain anything — the challenge has been that historically, those sirens are used for tsunamis."
"Do I wish those sirens went off? Of course I do," he said. "I think that the answer that the emergency administrator from Maui, who's resigned, was of course utterly unsatisfactory to the world. But it is the case that that we've historically not used those kinds of warnings or fires."

Sounds like the higher ups have found their fall guy, not that the emergency manager doesn’t deserve a lot blame, he should be charged with a number of crimes, it looks like he will take the fall for the governor, state emergency response people, etc.

Who was Herman Andaya reporting to prior to the fire?
Did they think to ask him any questions that may have helped
him change his policies?
Did they every have a question about, “What happens if there

In the morning of January 13, 2018, an alert was accidentally issued via the Emergency Alert System and Wireless Emergency Alert System over television, radio, and cellphones in the U.S. state of Hawaii, instructing citizens to seek out shelter due to an incoming ballistic missile. It concluded: “This is not a drill”. The message was sent at 8:07 a.m. local time. The state had not authorized civil defense outdoor warning sirens.
38 minutes and 13 seconds later, state officials blamed a miscommunication during a drill at the Hawaii Emergency Management Agency for the first message. David Ige, the governor, apologized for the erroneous alert. The Federal Communications Commission and the Hawaii House of Representatives launched investigations into the incident, leading to the resignation of the state’s emergency management administrator.
Was the Gov. on the island at the time? When did he find out about the fire?
Why didn’t they release the water to fight the fire?. I don’t know how much it would have helped but if only one life was saved it would have been worth it. As I recall that guy in charge of releasing the water has been reassigned.
