Uganda's president on Monday signed into law strict new anti-gay legislation that would approve the death penalty for people found guilty of having gay sex when HIV positive.
The draconian bill received wide condemnation from the European Union, the United States and the United Nations when it was first adopted back in March, but many in the East African country support the brutal legislation. Outside of the country, rights groups have dubbed the legislation 'state-sponsored homophobia'.
The version of the bill signed by President Yoweri Museveni doesn't criminalise those who identify as LGBTQ, a key concern for campaigners who condemned an earlier draft of the legislation as an egregious attack on human rights.
But the new law - considered among the world's harshest - still prescribes the death penalty for 'aggravated homosexuality'. This is defined as cases of sexual relations involving people infected with HIV as well as with minors and other categories of vulnerable people.
A suspect convicted of 'attempted aggravated homosexuality' can be imprisoned for up to 14 years, according to the legislation.
Museveni 'has assented to the Anti-Homosexuality Bill 2023. It now becomes the Anti-Homosexuality Act 2023,' a statement posted on the presidency's official Twitter account said.
Uganda's parliament on Twitter said Museveni had approved a new draft of the legislation that had been passed overwhelmingly this month by lawmakers, who defended the measures as a protection of national culture and values.
The president had called on MPs to rework the bill, although most of the hardline provisions that caused an outcry in the West and warnings of diplomatic repercussions were retained.
