There’s a huge (invisible) glass dome of immense size that the entire area ringed by I-495 is under. They all only party among themselves, drink, eat, and work among themselves, read all the same printed Krappe, and listen to the same radio and TeeVee. It’s a closed shop of like-minded, well-paid off (bought) individuals who do EXACTLY as they like and are essentially EXEMPT from review, supervision, or job loss.
It’s a very snug puzzle, and very self-protective.
Only a total collapse will ever crack this monopoly.

I remember when Cruz refused to say he supported Trump even though the crowd was roaring at him to say so. Can’t admit to being wrong is cowardice.
I looked up Spineless Coward in the dictionary and there was Ted Cancun Cruz. Carnival Cruz let another politician openly insult his wife and did nothing but gush praise on the guy.
Republicans may be cowards, but they are bought off cowards.
A lot of Republicans are retiring or being retired by voters so they are wanting their noses in the big slop trough for one last time.
This bill will sail through and the American voter is going to screwed one more time.
