A 2019 Rand Corporation study commissioned by the US Army laid out exactly what the plan to undermine and weaken Russia through military support would be. The study suggested arming Ukraine, imposing sanctions on Russia, ramping up economic warfare, and taking a more aggressive and militaristic posture toward the United States international rival - all while warning this could lead to a military invasion of Ukraine.

It was in some form planned a LOT farther back than 2019. Putin really has been chewing on it since the Euromaidan event of 2014. He was ticked that they didn’t get more territory then... and that the international community, while not directly arming Ukraine, was supportive of them. And of course, the US’s covert support in that revolution against his puppet in the President’s Mansion...

The sanctions didn't start until 2014 AFTER Russia occupied Crimea and started funding and directing a rebellion in Ukraine's East.

The Ukraine war was planned at the same time that the plans for taking Crimea were drawn.
And, the plans for taking Ukraine also included taking other countries after Ukraine had been absorbed into the new USSR (soviet Union).
Putin was not going to stop with Ukraine. He was planning on rebuilding the old Soviet Union. But, oops!, Ukraine was having none of it. Lucky for the world. Not so lucky for the FR members who continue to cheer for Putin’s ambitions.
