Always. The Indian Plate is pushing on the Himalayas. Three Gorges is in s relatively inactive area, seismically speaking. I think heavy rains are more likely to take out the dam.

Since in KC the city the sub-basement is where they keep the electrical transformers and stuff, make certain those shoes have a lineman rating unless you think all the waterlines break and your vault will fill up in which case it probably will not matter!

I am not far from the KS/MO border and I do not worry too much about earthquakes, even from the New Madrid. (I still have earthquake insurance for about $10 a year!)
