2. It is not symbolic in that it shows how far the regime is wllling to go right now to appear to the ignorant world it strong and resolute - global geopolitical PR. The regime knows that “talking” is importamnt to the Biden regime, so for now they intend not to talk. They are playing a “Trump” card - now leave their adversaries guessing.
