Russian precision-guided missiles are failing up to 60% of the time in Ukraine, three US officials with knowledge of intelligence on the issue told Reuters, a possible explanation for the poor progress of Russia's invasion.
Since President Vladimir Putin ordered the invasion of Ukraine on Feb. 24, Russia has failed to achieve basic objectives such as neutralizing Ukraine's air force despite a vastly larger armed forces.
The US officials, who spoke on condition of anonymity due to the sensitivity of the information, did not provide evidence to support the assessment and did not disclose what precisely was driving high Russian missile failure rates.
Though Reuters could not determine what a standard failure rate would be for air-launched cruise missiles, two experts interviewed by Reuters said any failure rate of 20% and above would be considered high.
The Kremlin says that what it calls a "special military operation" is going to plan and that Russia will achieve all of its aims. It casts the United States as an "empire of lies" which has unleashed an information war on Russia...
In recent days, Russia's defense ministry has lauded the professionalism and missile technology of the armed forces. It says claims of failures are misleading propaganda distributed by Russia's enemies headed by the United States.

Russia is using a lot of older systems in this operation. Their newer stuff is being held in reserve in case NATO or some of its members gets involved directly. Also, remember that this is information warfare, and that both the US and NATO don’t want to be forced into an arms buildup as there is no political will or ability to do so.

I read that the RS-SS-26 STONE (9K720 Iskander-M) was/is scheduled to replace the RS-SS-21 SCARAB Tochka-U in Russian service by now. But schedules are slippery beasts, and the Russians are known to not just throw things away, so they might still have a few of the old school things on inventory. Especially if they are what the invading units are more familiar with, and maybe if they don’t want to “lose” any in the confusion.
Are there any tells on the Tochka-U in the picture that identify it as Ukrainian?
I am sure that Russia isn’t using them in this conflict. Ukraine is using a lot of them.
