This is one of my pet peeves. Presidents have the right - and the duty - to act when minutes count. In all other cases, they must get their direction from the people, as represented by Congress.
But Congress gave up that old-fashioned idea long ago. Instead they sit and debate minor issues while our presidents act like kings.
