They installed a very real toilet for him to sit on while he's at that fake Resolute Desk. I believe they found deep cleaning urine and feces in the real office so time consuming (and horrifying) that a fake one built with nearly stain-proof materials became the solution. Especially so when they ran through too many animals to blame.
