The police have admitted that Ms. Kupfer's killer was likely a homeless person, for instance, as was the man who killed the nurse at a bus stop.

There’s a chance we can save Los Angeles: get rid of Congress member Maxine Waters and clean up her Congressional district. That right there would eliminate a huge fraction of the crime and blight problems plaguing the city.

Turns out, low IQ people and criminals enjoy places with nice weather and lots of people.
So, trouble making people have to occupy space somewhere.
Prisons and mental institutions cost money.
We tend to feel sorry for people who are forced to live in institutions.
Where can we put our troubling troublemakers?
Follow those billions for the homeless and you won’t find a single cent getting past the bureaucracy salaries and NGO staffs.
