How dirty Harry made his millions -— He would buy Las Vegas area properties that were zoned for low grade uses that would make them relatively inexpensive. Such as zoned for warehouses, auto repair shops and factories. He then had his buddies in the Las Vegas government change the zoning to allow for housing developments. This increased their value. Harry then sold.
A freeper wrote a book on this. But this way Harry profited is common knowledge. In the movie Casino there is a corrupt Harry Reid figure who was at that time on the Las Vegas City Council. The 1980s. Corrupt meaning he would take money for greasing the skids on a building project. Or Reid would tell the Law in Las Vegas to allow a mafia jamoke to work in a high position in a casino.
