Totally depends on the trade terms. Most contracts are written to transfer ownership with a shipper's bill of lading. Which means once the vessel departs, the buyer takes ownership.
The next most common is to transfer ownership when the goods arrive and clear customs. I would guess this is what Wal-Mart and the bigger importers of finished goods use.
But factories moving parts commonly transfer ownership at the port of departure.
I'm old school which says you should either use EXW (ex-works at the factory) when you really trust the supplier or DDP (delivered duty paid) when you don't.

Interstate Commerce is within the fedgov Executive Branch enforcement by the direction of the Congressional Interstate Commerce Act of 1887 based on the Commerce Clause in the Constitution. Remember Reagan firing the striking Air Traffic Controllers decades ago? It was found to be Constitutional. If Trump was in place, he would fix this. Not sure how, but he would have had it fixed months ago.

I think I remember a law signed years ago that Mexican trucks could only go so far into the US (20 miles?)before the cargo had to be transferred to American trucks. I think the intent was Mexican truckers were all over the US and creating accidents because of their lax license requirements, lack of insurance, sub-standard equipment, and hurting our truckers' livelihoods. I could be wrong or have it mixed up.
I bought a second guitar a week later, the same. I went to Walmart and bought three of the last Chinese Huffy bikes as well. Walmart had plenty of similar Chinese bikes but at a 40% increase in price. You’re probably right about the last of the domestic inventory. Best get what you need now.

When I worked at Union Bay Sportswear I used to do the international Letters of Credit for the factories overseas. First thing I thought of was “FOB”, or “free on board”-meaning you own it as soon as it’s on the ship, which is what 99% of the Letters of Credit were. Vary rarely were they worded any other way. Probably 90% of the ships sitting idle already have paid for goods, but while they sit there, what’s happening in all those factories that can’t get the orders out the door to a port cause all the ships are over here? That’s gotta be adding up for the chicoms. And everybody else who ships to the U.S.

I know several drivers that stopped pulling cans (containers) because the freight companies they contracted with were eating them alive by not keeping up the equipment and charging the drivers for faulty equipment.
One guy picked up an empty axle. It had two bald tires. He was told the tires on that axle were fine, if there was a problem it would come out of his settlement. He told his dispatcher to KHA, got on the phone and signed on with a reefer company the next day.
