This actually would be a rather tricky constitutional issue. The Constitution says that all bills for the raising of revenue must be initiated in the House of Representatives. I don't believe it would be constitutional to raise taxes via a treaty that is ratified only by the Senate.
I think the way you would have to do it is with implementing legislation, which would mean a normal legislative bill initiated in the House, passed by the Senate, and signed by the President.

If corporations are dodging taxes by moving to Bermuda or Ireland, I don’t see that as a liberal-conservative issue. They should pay taxes where they operate.

The reason why Democrats are lawless and ignore the Constitution stems from the fact that the Democrats have no respect for, or fear of, the gutless Republicans. The GOP is a door mat that the Dems step on everyday.
Decades of GOP weakness and appeasement allowed the Dems to become lawless bullies. If we had a real party that retaliated against the Dems they wouldn’t be so aggressive.

From the article, “Yellen told ABC News on Sunday that the global tax could be added to the $3.5 trillion budget reconciliation bill currently before Congress.” If Congress approves the legislation containing the tax, then your elected representatives have imposed a tax acting on your behalf. Congress critters are the people’s representatives.

Congress can pass a tax bill that meets the requirements of the global tax without the tax being enforceable under international law.
It's all a matter of semantics. The U.S. corporate tax rate is already much higher than the minimum established in this agreement.

Treaties aren't in the same level as the Constitution - they are on the same level as laws. You couldn't ratify a treaty that eliminated freedom of religion, for example.
Not at all sure you can evade the explicit constitutional requirement for revenue raising via treaty.
