Joe Manchin deserves a lot of credit for helping to preserve the Senate’s intended role as a deliberative body to put a halt to legislation by the heat of the moment.

The Founders recognized the need for a more deliberative body in the legislative branch to cool the passions and control the urges of democratic masses, and that’s one of the functions protected by the filibuster.
