In an interview on Fox News Monday, President Trump’s senior adviser Stephen Miller said “as we speak, an alternate slate of electors in the contested states is going to vote,” and those votes will be sent to Congress—the latest effort by the Trump campaign to reverse the results of the 2020 presidential election, which was won by President-elect Joe Biden.
The 538 members of the Electoral College are meeting today to cast ballots for president based on the election results in their states—a formality that cements Biden’s victory. Miller said the “alternate group” of electors would seek to “right the wrong of this fraudulent election result and certify Donald Trump as the winner of the election.”

No, it’s just another futile, meaningless gesture.
No. Congress will vote on the slate of electors chosen on election day. If an alternate slate of electors is chosen by the state legislatures, and to date not a single one of the legislatures have made any move towards selecting one, then that may mean challenges on January 6th. My guess is Miller's engaged in wishful thinking.
True! And the media will quickly declare this treasonous and call for their prosecution. However, four years ago they were demanding the exact some thing to block Trump from the presidency based on nothing but the fact that Hillary didn’t win.
This seems silly.

-They’ll vote alongside (currently certified) Biden Electors (who will vote Joe).

If two purported returns are sent from one state to Congress, and the state has not made a final determination under the safe harbor statute, or if different state authorities authorize the appointment of different electors, then the two Houses of Congress, voting separately, could decide which votes to count. The choice is NOT made by the Vice President acting alone, but is made by both houses of Congress voting separately, and they must concur. If the House and Senate do not agree on which votes to count, then the votes of the electors certified by the state’s executive are counted. In each of the disputed states, the executive has certified Biden’s electors.
Yes, certainly. The chair (Pence) gets to make a RULING on which slate will count.
HOWEVER.
One Senator and One Representative can appeal the chair's ruling to the floor. This appeal is allowed by existing rules.
The floor then votes to sustain or to overrule the chair.
There will be 270-272 Democrats on the floor, vs. 263-265 Republicans.
And, undoubtedly, many of the Republicans will be voting for Biden.

No, it does not set up a contingent election. If Congress receives two sets of votes from these states and Republicans move to count the Trump votes, at most what will happen under 3 USC 15 is that the houses will retire to vote separately. The House will certainly vote to count Biden’s votes. The Senate will probably also vote to count Biden’s votes, but if it votes to count Trump’s, then, under 3 USC 15, they will count the votes of the electors certified by the state’s executive, which, in the case of each of the disputed states, are the Biden electors.
