I don’t see that on the Wisconsin website provided here, which shows Greenbay as only 51% reported. Greenbay is a large county that is currently going 11% for Trump. Dems only have a small blue county left, which will give them maybe another thousand votes at most. Trump is behind 8k votes at the moment. Where are you seeing 99%?
Probably. Also watch Washington County, which Trump is winning heavily and has only 76% in. Those two counties have a good chance of putting Trump over the top.

Can GreenBay make up for the 8K Biden lead
If Trump loses Wisconsin, Nevada and Michigan but keeps the other uncalled states, he would lose by the 1 vote Biden got in Nebraska. That would sting.
He can still pull this out without Wisconsin as long as he gets one of Nevada and Michigan along with Penn., Georgia and NC.
