Depends on what is meant by “systematic”. It can pop-up unsystematically in any location where the Democrats count the votes, Republican monitoring is weak, and the the vote is close — when suddenly the Democrats discover boatloads of harvested ballots that are enough to turn the result their way.

Nully's modest proposal to end voter fraud:

• Paper ballots (zeugma adds) with human readable marks. They may be computer generated, and/or computer counted, but there must be an audit trail of each vote. H/T zeugma

• Repeal Motor Voter.
• End same-day registration where it exists, and allow ample time between registration and election for vetting of credentials of registrants.
• Instantly deport any non-citizen who registers to vote. Permanently ban from re-entry any non-citizen who actually votes.
• Put a little ⩍ next to the names of those registered voters with death certificates, and detain and put a 72 hour psychiatric hold on anyone claiming to be a dead person...

Mexico has voter ID cards required to vote, and when you vote, they punch a hole in your card to prevent multiple votes in the same election.

I don't know if you get a 10% discount after you've accumulated enough punched holes…

Of course, all this would only apply to Federal elections, for federal offices, as that is the legitimate concern of the federal government.

Let the states who have local authority use whatever system they wish to force the elections of their favorite sons and daughters to alderman, mayor or goobernor. They can do it the cheap way, by just following the federal rules for all voting, or they can have separate ballots for local and federal. Their call. It's a free country, ain't it?

I don't believe there's not systemic voter fraud. I've seen too many cases in the news. They're not always listed that way; for instance, the Democrat Maricopa County Recorder set up fake illegal "emergency" voting centers in illegal alien areas. DNC volunteers hung door-hangers explaining where to vote.

Arizona's response was to pass another law against fake emergency voting centers.

3% dem voter fraud had been baked into the cake for many years. The Republicans just dealt with it as a cost of voter trust in the system.
