if you had bothered to actually read the article, you’d know that NYT is quoting POLLING results from philly, not voting results ...

That 24% number is not from vote counting, it is data from 2 polls. Can’t say how reliable it may be without digging deeper. May have to go to the NYT story to find out. It could be polls made directed to Philly voters, or it may just be data broken out from larger national polls in which case it would probably be an unreliable small subset of voters.
