if you had bothered to actually read the article, you’d know that NYT is quoting POLLING results from philly, not voting results ...

That 24% number is not from vote counting, it is data from 2 polls. Can’t say how reliable it may be without digging deeper. May have to go to the NYT story to find out. It could be polls made directed to Philly voters, or it may just be data broken out from larger national polls in which case it would probably be an unreliable small subset of voters.
It is hard to read through all that article. I think they just make up shit about the under 30 vote and wish it to be true. But if it is true, we won’t have to wait an hour on election night to know the result of the election.

That is hugh and series. Assuming the same voter turn out as 2016, Trump is picking up an additional 57,836 votes. Trump won PA with 44K in 2016. If this article is true, Biden is absolutely dead meat in PA.

Oh, there will be massive voter fraud. But we need ACB to rule on not letting Pennsylvania count votes three days after November 3 and break the 4-4 tie.

Hopefully these are either exit polls, or estimates based on voter registration. Hopefully, not vote counts.

Voter fraud is a real issue, but only when the states are close, like less than 1% of the total vote separating the candidates. After that the real world logistics get impossible.
The President will carry PA by more than 1%—and that will be that—down goes Bye-Done.

There were 59 voting divisions, or precincts, in the city where President Obama swept 100 percent of the vote.
In some precincts he got 110% of eligible voters.
