Is there a need to worry about this National Popular Vote Interstate Compact pulling the rug out from a President Trump win this cycle?
No.
Oh gosh does it ever stop?Whats next throwing out a banana peel to make people slip? These commies never stop. I don’t if they got enough states to sign on for that but i think it is the mail in ballots they are going for this year.

Now, do you think California, Massachusetts, New York, Washington, New Jersey, Illinois, Connecticut and Vermont will have to give their electoral votes to Trump?!

In the United States, an interstate compact is a pact or agreement between two or more states, or between states and any foreign government. The Compact Clause (Article I, Section 10, Clause 3) of the United States Constitution provides that "No State shall, without the Consent of Congress,... enter into any Agreement or Compact with another State, or with a foreign Power,..."[1]
Congress is not about to set a precedent that they are willing to give up power and authority in the election process.

Not this cycle, but it bears a close watch. There are 4 Justices on the Supreme Court who will go along with anything and they just one other to err.
NPV backers would need to get the equivalent of 270 electoral votes.

The problem with the National Popular Vote Compact is irrelevant. If enough states "ratified" the NPVC, they would already be sufficiently blue enough that it wouldn't matter if the Compact were ratified or not; they would most probably get at least 300 electoral votes in non-competitive states, well over the current threshold of 270, without need of the Popular Vote threshold. But if the country were at a point where NPVC was passed with states totaling 270 votes, we are well past the breaking point, and well on the way to a Soviet dystopia anyway, if not already there.
FWIW, I wrote a piece on RedState about the NPVC back in 2016:
