The correct answer is because black people commit more crime. The way to reduce police shootings is to reduce crime. That should be the focus of the discussion. How do we reduce crime in the black community??
The Wash Post database (https://www.washingtonpost.com/graphics/investigations/police-shootings-database/) tracks fatalities at hands of police since 2015. If you look a unarmed people not fleeing the scene (I assume that includes not resisting arrest?), 55 were black, 91 were white.

Asked as if there are NO justifiable reasons for blacks to be killed by police. The question is absurd and irrational. When you try to kill or seriously injure a cop they have a right to use deadly force you whether you are white or black.
Cooperation with police is an important piece of the puzzle here, and when you're caught committing crimes, then the jig is up, they put their own lives in jeopardy when they try to harm cops. Cops can't read minds and know if they're going to get killed by a crazed perp or not, so bad things can and will happen. It kinda' surprisingly doesn't happen even more often.
