Bottom line: even though the call “appears legit”, Biden and Obama recommend investigating - “Logan Act” - using the “right people”.

Comey met with the President on the 6th and created his "Classified" memos.
He was certain he had a "gotcha" when discussing Flynn. Comey inferred in his memo that the President "ordered him (Comey) to drop the Flynn matter.
We know from the Stroyzk memo that they had no case at the time. So how did Trump know about it at all? Comey must have told him??
Obama was clearly looking to affect the investigation.
