One difference between the Kennedy and Eisenhower federalizing the National Guard and the present is that they were enforcing Federal court orders in the face of state intransigence. Historically, the President has to receive a request from a State governor to use Federal troops, e.g., Detroit in 1967.

This is from the DOD Handbook on the use of military forces during certain limited situations like this one where Posse Comitatus can be lifted. All National Guard units are now US military reserve units and can be deployed.
