In 1968, in response to the Martin Luther King riots, President Johnson sent 5,000 regular Army soldiers from the 1st Armored and 5th Infantry Divisions to Chicago.

Baltimore too, 5,000 paratroopers, combat engineers, and artillerymen from the XVIII Airborne Corps in Fort Bragg, North Carolina, Two days later, they were joined by a Light Infantry Brigade from Fort Benning, Georgia.

I clicked over to CNNLIES for a few, and heard steltzer stiring the pot of hate. Trying to blame our president, President Trump for these criminal arsonists and looters. Steltzer should be arrested for his HATE CRIMES !

Exactly and the conditions because of the Covid-19 situation only puts us at the threshold where this can happen. I was talking to one of my neighbors who is a combat vet on Monday and he was telling me that the call up of reserves was out last week.

You're about half right about Eisenhower and Little Rock Ark and actions following Brown vs Board of Education.

Gov. Faubus did visit Eisenhower seeking to avert violence. Deployment of the National Guard to enforce the court's ruling was agreed upon between the two. However upon returning to Arkansas Faubus stood down the NG and left local PD to handle the situation. Eisenhower felt he had been suckered and....

“On September 23, President Eisenhower issued Executive Order 10730, which put the Arkansas National Guard under federal authority, and sent 1,000 U.S. Army troops from the 101st Airborne Division to Little Rock, to maintain order as Central High School desegregated.”

Add Herbert Hoover's ordering Federal troops to disperse the Bonus Army Marchers and their encampment in Washington DC under command of Douglas MacArthur with Eisenhower as one of his aides.

Works for me.

Rioting used to be an on the spot capital offense.

While that may not have been written into any laws, it was
pretty much the way the Watts Riots was handled.

I know someone who served as a Los Angles County Deputy
Sheriff there, and stated that the publicly released body
count was not accurate, meaning it was much higher.

Not all that different:

[The 2,800-man District of Columbia police force, after a night of looting and arson set off yesterday by the assassination, lacked the manpower to respond to mounting calls to detain looters and protect motorists and firemen. The looting and fires continued tonight. The police dispersed crowds as they gathered but made little or no effort to stop scattered looting by individuals and groups of two and three.

The police either could not or would not interfere with the looting and much of it was done brazenly, under the gaze of outnumbered police officers. Loot was hauled away in automobiles and trucks. During most of the afternoon the police dealt only with large groups of looters and a seemingly endless series of fires.

In the downtown shopping area of large department and specialty stores, the windows of such stores as Hecht’s and Woodward and Lothrop’s were smashed and looted. There were fires as both stores. The police appeared to concentrate their protective maneuvers along F Street, giving the other areas less priority.

In the second area hit, along Seventh Street N.W. from K to P Streets, looting and fires - the major fires of the day were concentrated there - gradually drained off the scattered police manpower. In a third area, looters and firebombers struck along 14th Street from downtown F Street as far north as Park Road N.W., nearly halfway to the Maryland line at Silver Spring. Another less well defined area of looting and arson was across the Anacostia River, in heavily Negro Southeast Washington. Two of today’s deaths occurred there. ]

This is from Article IV, clause 4, of the US Constitution,

The United States shall guarantee to every State in this Union a Republican Form of Government, and shall protect each of them against Invasion; and on Application of the Legislature, or of the Executive (when the Legislature cannot be convened) against domestic Violence.

The National Guard is a reserve component of the US Army, normally at the disposal of the state governor where they are stationed. But Trump is their Commander in Chief when they are called into Federal Service, which is entirely at the discretion of the POTUS.

But deploying them requires the consent AND application from the state legislature and or the state governor.

It is worrisome that it is being spread to other cities, and today is the start of the weekend. LA, NYC, Columbus. So far, they have not become sustained riots like in Minneapolis, but they very well might.

I think your concern is valid...

Does the Mayor of Minneapolis have a plan?

It seems as if he just is hoping that thugs will stop once they get “tired”...Or they lose interest...
He does not want any rioter to get injured during confrontation with cops...Therefore, the Mayor is telling his officers to step back and let rioters do whatever they want to do? Just a speculation on my part...

I get the impression that this Mayor is afraid of what will happen if a black rioter gets killed by police...

I am afraid about what could happen in Los Angeles...Some idiots could decide to follow the example of thugs in Minneapolis...
What would Mayor Garcetti do? I do not have too much confidence in him...

Police station being taken over in Minneapolis...
That is embarrassing...What is next? Let the thugs take over the City Hall?
