The National Mall is closed in DC. They actually have cops that will give you a ticket if you try to walk from the Capitol to the Washington Monument. One of the bridges from Va to DC is closed daily to discourage day trippers.
Parks are closed. All the vast battlefields in VA are closed and these are huge wide open spaces that you can't walk in. Shenandoah Natl Park/Skyline Drive is closed. All trails including the Appalachian Trail are closed.
From Northern Virginia, the closest I can get a legal haircut going south is South Carolina and going west is Missouri. I put a notice on Nextdoor.com if any unemployed barber/hair stylist needed a customer wanting a haircut and all I got was an admonishment for wanting to break the quarantine and someone who wanted to know how social distancing would be enforced if I got a haircut.
So, to answer your questions, the model that DC is using (it is different from the one Birx uses) shows a surge in DC - get this - in August. I believe this is the same model Gov Blackface uses, too so you have the Mid Atlantic expecting the surge to peak in August. How I don't know since we are literally under house arrest.

Detroit area
New Orleans area
Chicago area.
Philly, Chicago, DC and probably Baltimore are set to grow.
These areas need to be quarantined, no travel from there.
Everywhere else except for certain small places, e.g. In Colorado, Indianapolis.
Other regions are not problem areas.

All the stores are closed. Restaurants are closed. Gyms are closed. Churches are closed. Schools are closed. Movie theaters are closed. Escape rooms are closed. Dentists are closed. Beaches are closed. Playgrounds are closed in some areas. A friend of mine tried to go running only to discover the high school grounds were roped off for fear of being afraid. Barbers are closed. Hair salons are closed. Nail Salons are closed. Coin stores are closed. Some car dealerships are closed. People are buying homes remotely. Most everyone is working from home. As I have said, battlefields and state and national parks with vast open spaces are closed. We are under stay at home orders. No one is traveling. The airlines canceled so many flights, the federal government had to force the airlines to keep a minimum of certain routes going just to maintain continuity. The airlines have already canceled 90% of all summer flights. I could go on. Costco, grocers, WalMart all have lines now limiting access. How is this a setting for a petri dish?
What more do you want them to do? This irrational fear has got to stop. We are creating our own depression that will take years to fix. On Wednesday, Trump finally mentioned the d word - depression and warned if we don't open, we are risking an economic depression where it will affect everyone. The clean up will add $10 trillion to the national debt - not that it is important anymore.
There are consequences to having empty hospitals in most parts of the country and putting off surgery. They have postponed heart surgeries - how many people have died waiting for their postponed surgery? A number you will never hear talked about. What about all the laid off doctors and nurses across the country due to empty hospitals and hospitals now going bankrupt due to no business - as they await the surge that never happened except for 3 or 4 metro areas.
