My own theory is that a young anti-CCP freedom fighter researcher smuggled it out to use as a threat against the ChiCom government and it turned out to be more contagious than they thought. Bird flue, swine flu - were those warning shots?
I personally think it was intentional as the ChiComs were facing resistance on many fronts. The U.S. in trade, Hong Kongers on not becoming citizens of China and retaining their own autonomous government, and even Chinese seeking more reforms & freedoms.
