Correct. Historically Black College. Once upon a time, these schools were decent, albeit segregated and poorly funded, poorly equipped, and without any endowment. Now that talented Black students can do to any university in the country, these schools have fallen on hard times. Unfortunately they are often plagued by corruption among the Administration (Democrats, don't you know).

For example, women will keep up a relationship with someone they knew in high school and don't have much in common with anymore...and house sit for each other with having a trysting place in mind.
How dare anyone suggest that their relationship isn't genuine?
Women who hire a prostitute generally want a known quantity and will look to meet other women who have hired prostitutes for a reference. If they just want to get laid they can get that at a bar with enough application of alcohol, so they will be looking for something specific and they generally have to put in some effort to find it.
Some operation arranging more spurious meetings without a verification of the product in a social setting is unusual (with the caveat that lesbian prostitution is quite a bit less structured and usually is more prominent in the club scene) and so setting up a sting like this isn't likely to achieve anything because most women who hire want a social interaction where nothing overtly sexual would happen first.
So Shonda solicited prostitutes while driving?
I guess we know why now.
