They use it to call it "voting with their feet" or something like that. Indeed, people are voting with their feet by trading in their old blue shoes for shining red shoes.
This is from Merrill Matthews, a resident scholar with the Institute for Policy Innovation in Dallas, Texas:
According to an Election Data Services analysis of the Census Bureau report, "The population projections point toward a ten [congressional] seat change over 17 states across the nation by year 2020."
Seven states are projected to gain one or more congressional seats after the 2020 election; 10 states are projected lose one seat.
The red-state leader is Texas, with a projected pickup of three congressional seats following the 2020 census — and that after gaining four congressional seats after the 2010 election. Florida will pick up two seats, and Arizona, Colorado, Montana, North Carolina and Oregon will each gain one, according to the analysis.
All 10 losing states — Alabama, California, Illinois, Michigan, Minnesota, New York, Ohio, Pennsylvania, Rhode Island and West Virginia — lose only one seat.
Of the seven states gaining seats, five voted for Donald Trump in the 2016 presidential election. Of the 10 states losing seats, five voted for Trump and five for Hillary Clinton.
It's not clear how all of this will play out after 2020.
My guess is that it will hurt blue districts more. In other words, blue-state legislatures will have to eliminate a member of Congress or a Democrat. On the other hand, red-state legislatures will have a chance of adding a new Republican.
Beyond politics, it makes it clear that real people would rather live in "a low-tax state."

Massive growth now in the Jax, FL area. Once tJax and panhandle of FL go purple FL will never elect a conservative again. Best we will get will be Rubio type fake Republican.
California refugees have been pouring into Texas since the 1980s. They have managed to turn all of the metropolitan areas democrat but are still a long way from turning the state.
In fact, the opposite has occurred. Texas was democrat controlled from Reconstruction until the 1990s. When Ann Richards was elected Governor in 1990, nearly all of the statewide elected offices were held by democrats. When Bush beat her in 1994, most of the other state offices also went to Republicans. Since then, very few democrats have been elected to statewide offices.
A bigger concern than the California refugees are all of the illegal aliens flooding the border. Fortunately, Mexican-American citizens in Texas are far more conservative than the illegal aliens, which is why the democrats are doing everything they can to allow the illegals to vote.
There is no question that democrats are regaining power in the state, mainly through their control of the major cities, but it is unlikely that Texas will turn democrat in a couple of elections.
Oh my...1994 and the Ann Richards election brings back memories! Remember old Clayton Moore had it in the bag and made a stupid comment about rape a couple days before the election and Ma Richards took it...Those were the days!
Large blue states losing a Congressional district will gerrymander a Republican out of a district. Maryland, through gerrymandering, has 7 of 8 Dem Congressmen. It used to be 5 of 8 and then 6 of 8. The districts are computer generated and look like spaghetti tossed into a plate.
They wpould lose at least fifty if we did not count illegals
It's almost as if pro-citizen / pro-taxpayer / pro-American policies are popular, or something. Or maybe it's a CULT. Yeah, and maybe it's in COLLUSION with RUSSIA!!! /s
SOME Democrats are moving to red states. Most of my family is lefty and they wouldn't be caught dead moving to a red state.
I am planning to move this year from a blue state to a red state.
