How about people just be responsible rather than another law?
All my normal driver vehicles (the tshtf truck excluded) all have Bluetooth hands free and my primary long distance work car has car play that is voice activated and controlled. Less distracting than changing a radio station
Now if I could just get it to support outlook Id be set
