it was a "mistake." Wasn't meant to be sent. If it was actually "sent", that was a HUGE mistake that strains credibility. I have to think this "mistake", whether it was sent or leaked, was somehow intentional. A sort of shot across the bow of Iraqi leadership that we could pull out if they keep cozying up to Iran.
