There’s no “let” here. Since when does the judiciary have any review authority over ending an EO? If a President can put in any EO another one can end it.

If one President can act by executive order, it would be completely ridiculous that the next president cannot undo it in the same manner. If Trump cannot end it, the court would have to nullify Obamas actions as also unconstitutional. There is no other logical outcome.
