As for “no signed agreement”, you have no idea what was or wasn’t signed although my guess is there was a signed document of agreement on principle with formal docs to be signed at a later date. The whole thing has to be ratified by the Senate anyway.
I have no love for the NBA, but China’s recent treatment of them should lesson to everyone about how China’s Communist Government views trade, business, and investment - particularly with non-Chinese.

All tariffs remain in place and will do so until China shows it will live up to the terms of the agreement. This not the end of the negotiations it is the end of the first step with more to come if China wants the 25% tariffs removed, and you can be sure they do.
