Governor vows to continue working with legislators to protect 2nd Amendment rights, prevent mass shootings
In response to the mass shootings in El Paso and Midland-Odessa, Texas Gov. Greg Abbott (R) issued eight executive orders Thursday he hopes will prevent future incidents.
The governor's orders task the Department of Public Safety with enhancing reporting requirements and ensuring that law enforcement and the public have the training, tools, and resources they need to provide and respond to Suspicious Activity Reports. This comes after it was learned that the mother of the El Paso gunman expressed concerns about her son's weapon to police and after the Odessa gunman called both federal and local authorities prior to opening fire.
"Texas must achieve several objectives to better protect our communities and our residents from mass shootings" said Abbott, in a prepared statement. "One of those objectives is to marshal law enforcement resources to stop violent criminals before they commit mass murders. But more must be done. I will continue to work expeditiously with the legislature on laws to keep guns out of the hands of dangerous criminals, while safeguarding the 2nd Amendment rights of law-abiding Texans."

Within thirty days of this order, the Texas Department of Public Safety shall develop standardized intake questions that can be used by all Texas law-enforcement agencies to better identify whether a person calling the agency has information that should be reported to the Texas Suspicious Activity Reporting Network.
Within thirty days of this order, the Department of Public Safety shall develop clear guidance, based on the appropriate legal standard, for when and how Texas law-enforcement agencies should submit Suspicious Activity Reports.
Within sixty days of this order, the Texas Commission on Law Enforcement shall make training available to educate all law-enforcement officers regarding the standards that will be developed pursuant to Order No. 1 and Order No. 2.
The Department of Public Safety shall create and conduct an initiative to raise public awareness and understanding of how Suspicious Activity Reports are used by law-enforcement agencies to identify potential mass shooters or terroristic threats, so that the general public and friends, family members, coworkers, neighbors, and classmates will be more likely to report information about potential gunmen.
The Department of Public Safety shall work with the Texas Education Agency and the Texas Higher Education Coordinating Board on ways to better inform schools, students, staff, and families about the importance of Suspicious Activity Reports and how to initiate that process.
The Department of Public Safety shall work with local law enforcement, mental-health professionals, school districts, and others to create multidisciplinary threat assessment teams for each of its regions, and when appropriate shall coordinate with federal partners.
The Department of Public Safety, as well as the Office of the Governor, shall use all available resources to increase staff at all fusion centers in Texas for the purpose of better collecting and responding to Suspicious Activity Reports, and better monitoring and analyzing social media and other online forums, for potential threats.
Beginning January 1, 2020, all future grant awards from the Office of the Governor to counties shall require a commitment that the county will report at least 90 percent of convictions within seven business days to the Criminal Justice Information System at the Department of Public Safety. By January 1, 2021, such reporting must take place within five business days.
No teeth, no change.
Some common sense approaches to the mass shootings. As opposed to a liberal governor.
1. Ban and Confiscate all guns.
2. Ban and Confiscate all guns.
3. Ban and Confiscate all guns.
4. Ban and Confiscate all guns.
5. Ban and Confiscate all guns.
6. Ban and Confiscate all guns.
7. Ban and Confiscate all guns.
8. Ban and Confiscate all guns.
Wait, werent the leftys all aflutter about Texas red flag laws?
These all seem to show law enforcement needs to do a better job
He only needed “one” executive order: arm yourselves. Simple and short.
Gov Abbott should tell media to help out Chicago first, they have the real mass shooting problem. Then if he would require everyone over 18 to own and carry a gun and be an able marksman, there would not be any mass shootings. Not after a few months anyway.
Safety is in numbers having a gun! Not in being the only one with a gun.
“He only needed one executive order: arm yourselves.”
LOL! You must not know Texans.
What about all the other laws that are on the books that people ignore on a daily basis? How have they prevented crime?
I dont see how this is going to turn bad guys into good guys.
It won’t. The point is that enforcement of existing laws has been subpar and must be beefed up (in all States).
Yes, while he shouldnt have to do it, he AND Trump need to direct that all laws be followed and enforced. Sad they dont prosecute for illegals trying to buy guns illegally, etc.
“...Soooo, what do they do about the 7 dead with 28 wounded in Chicago every weekend? Or it doesn’t matter to Hollywood and the media because they’re all racists?....”
They DON’T CARE what goes on in shitcago because it doesn’t further their communist agenda of disarming the populace. They’d just as soon see em all kill each other off there and save them the trouble.
The communists are scared spitless of an armed Republic. One of the main steps to further their cause is to disarm the People. Once that’s completed, they’re pretty much home free to force their BS down the throats of the People and to disassemble the Republic. They’ve done it over and over throughout history. They are now doing it here.
One of my main reasons for voting for DJT, was his “law and order” comment, during one of his rallies.
So far, I’m not seeing a lot of it in D.C., let alone around the rest of the country.
Charge criminals, convict criminals, and lock them up.
Until that happens, we’re in deep trouble.
Gov. Abbott should have issued an Executive Order that automatically made every holder of a CHL a deputized agent of the state police. That would allow about 1.4 million of us to get the tax stamp necessary to purchase a full auto firearm under Title 18, Section 922(o). That would restore our rights to the not-so-great place that there were in before May, 1986, and would open a VERY interesting discussion regarding the nature of the RKBA in this nation.
It is high time to start taking back ground that we’ve lost regarding the RKBA, rather than negotiating how much more we are going to give up because of the latest nutcase shooting a bunch of people.
To understand why I want to give up no more gun rights, read the “gun rights cake analogy” about 20% down this page (just before the comments start): https://thelawdogfiles.blogspot.com/2010/09/ok-ill-play.html?showComment=1285384385988#c6434453110329887129
“The Constitution of most of our states (and of the United States) assert that all power is inherent in the people; that they may exercise it by themselves; that it is their right and duty to be at all times armed.”
- Thomas Jefferson, letter to to John Cartwright, 5 June 1824
“I ask who are the militia? They consist now of the whole people, except a few public officers.”
- George Mason, Address to the Virginia Ratifying Convention, June 4, 1788
A militia when properly formed are in fact the people themselves
and include, according to the past and general usuage of the states, all men capable of bearing arms
“To preserve liberty, it is essential that the whole body of the people always possess arms, and be taught alike, especially when young, how to use them.”
- Richard Henry Lee, Federal Farmer No. 18, January 25, 1788
More. Much more....

Abbott’s focus is on differentiating between & defining truly dangerous (to general public) behavior vs innocent persons being subjected to unwarranted harassment by overzealous fools.
Tough to do.
Here’s where we need to focus on OUR talking points, by pointing out, over & over & over— that it’s the DEMOCRATS who are HELL BENT on protecting & coddling VIOLENT FELONS (as if criminals are the victims) & ENCOURAGING CRIME, DRUG ABUSE, IMMORALITY, DISRESPECT FOR THE RULE OF LAW & DISRESPECT FOR LIFE ITSELF, even of BABIES in utero, & as well as disrespect for the rights of children to be CHILDREN & SAFE FROM PREDATORY ADULTS.
It’s DEMOCRAT JUDGES who REPEATEDLY put dangerous criminals back on the streets and DEMOCRAT POLICIES that assert commonsense punishment & reporting of criminal behavior of juveniles in schools & on the streets is somehow RACIST.
It’s EVERYTHING the DEMOCRATS have preached in the last 60 years which has brought us to this. THE DEMOCRATS have shown the wind and WE ALL are reaping the WHIRLWIND.
Texans are born with guns in our hands. Don’t need a governor to tell us anything of the sort. LOL
A supposedly conservative governor growing the size of government.
