There is a New York City tradition of informally opening fire hydrants on hot days for kids to play and cool off. Often people passing by are splashed with water as part of the fun.

It is not necessarily a hostile thing.

I know where this will, or at least should, lead.

I knew of a police department that was accused of police brutality several times in a month by liberal leftist whiners working for the city. So the cops made a deal with a tough local motorcycle gang.

Whenever a cop was faced off with some problem child, there was a biker on call who would show up with just an address phone call, somehow have the pest identified to him, and then the cop would leave.

Then the biker would deal with the nuisance the easy way, telling him to get out of town before sundown and not come back, unless the stupid wanted to do things the hard way.

It was surprisingly effective. In exchange, the police would not crack down on the biker gang for petty stuff.

The entente lasted for a decade or two, and police brutality cases dropped to zero.

It’s formal. Done by the FDNY with a special hydrant cover that emits a thin arc of spray without bringing down the water pressure, in case there is a fire to put out. Opening a fire hydrant any other way is illegal. Throwing buckets of water on policemen is necessarily hostile, and especially when the bucket is included in the throwing.

Probably no need to make a felony out of it. Unless you want to make a felony out of throwing water on anyone. Cops are no more important, or no less important than anyone else. I would ,however, be all for allowing the cops to use tasers and/or pepper spray on the retards doing it.
