There is no mystery where the money went. It went to the bank accounts of the Democrats, where ever that is.
I made a living auditing for the DOJ IG (when America was still America-long before Obama). All that is needed is the actual will to audit these suspect agencies. There are plenty of excellent government auditors and they WILL find criminality where it exists.

They can account for it, it’s just that they will go to jail if they do! Time to turn the IRS, into the ARS -Accountable Resourse Service, responsible for accounting for every dime given to a city. The city would have to make a request through them and the amount and the ARS would hand out the money.
