You are missing something. If washed off quickly its usually no big deal but you would have to remove your clothing as well and rinse it out. Concrete and especially quick dry has chemicals in it that can cause sever burns

It seems like the Antifa folks were mixing what they thought would be effective "milkshakes". The idea of throwing liquids onto other people to harass or injure them is just not acceptable. Cement may be no big deal, but mixing up concoctions to attempt to inflict pain on other people and then throwing it on them is criminal behavior - even if the mixture isn't very effective.
