The Supreme Court on Thursday blocked, for now, the Trump administration's plan to include a question on the 2020 census that inquires about a person’s citizenship status.

By design the census counts population not citizens. The citizenship question will not be used to determine who gets counted.

By design the US Constitution apportions congressional representation by population.

The only recourse is to change the constitution.
