This means that those who seek “sanctuary” should be FLOCKING to California, even if the Border Patrol or FEMA does not provide enough buses or other forms of mass transportation.
Sorry, Cher. If California is getting too crowded for you, move to Hawaii or someplace. Harder to bus refugees there.

It means the State, can choose which laws they want to enforce. The catch is, that the Feds can withhold law enforcement fed funding for non compliance.
