I think he believes it interferes with executive privilege, which it does, but the problem is that Dem administrations misuse this so much that it’s insane. No, they need 8 more votes. It's 2/3, not 3/5. And the house would need 45 more yes votes to get to 2/3. Also 67 votes required in senate for conviction in impeachment.
