Oregon set to become 1st state with mandatory rent controls

SALEM, Ore. (AP) — Faced with a housing shortage and skyrocketing rents, Oregon is poised to become the first state to impose mandatory rent controls, with a measure establishing tenant protections moving swiftly through the Legislature.

Many residents have testified in favor of the legislation, describing anxiety and hardship as they face higher rents. Some have gone up by as much as almost 100 percent — forcing people to move, stay with friends or even live in their vehicles.

The town of Medford recently authorized churches to offer car camping for the homeless on their parking lots. Cities across the West Coast are struggling with soaring housing prices and a growing homelessness problem.

A House committee on Wednesday backed the measure, sending it to the full chamber for a vote as soon as next week. The Senate passed it last week.

“I look forward to signing the bill,” Gov. Kate Brown, a Democrat, told reporters.

The committee rejected a proposed amendment that would have exempted cities with populations under 150,000 and another that would have delayed the measure from becoming law until Jan. 1, 2020, instead of immediately after Brown signs it.

“We’ve waited too long as it is, and there are too many people living in tents. It is an emergency,” said Rep. Tawna Sanchez, a Portland Democrat and member of the House Committee on Human Services and Housing that endorsed the legislation.

Oregon’s housing shortage is getting worse as people keep moving to the state, lured by its forests, mountains, coastline, relaxed lifestyle and job opportunities. Oregon ranked second to Vermont as the top moving destination in 2018, according to a study by United Van Lines, the largest U.S. household goods mover.

These people are stupid. They will effectively prevent any expansion of the housing market: nobody will out new money in new housing development if they’re going to be straitjacketed by rent control.

Don’t they know that every city that has tried this, has brought construction of affordable units to a halt? Need more homes for more peope? Try strangulating housing investment! -— yeah, that’ll work.

Oh My!

They are wanting to create more housing (supply) by making it unprofitable to build more housing?

I haven’t read the details, but is the State going into the residential real estate business? Who is going to donate apartment building and condos? Is the state going to subsidize landlords?

With so many people moving to Oregon, it’s not surprising housing costs go up. The resulting housing shortage in Oregon is going to make it more difficult to find housing, assuming that less new housing is built due to rent control.

That big “CRASH” you just heard was the value of investment properties in Oregon hitting bottom. Makes for cheaper buys for owner-occupants, though.

Zoning laws and construction codes have driven the cost of property and houses into the stratosphere. Here in WA, you cannot build a home unless you have a certain amount of acreage. Why would it be illegal for a person to have a 5 acre plot of land, to cut it up into 5 lots and build 5 houses? Because it is not within city limits. In the city they build housing units so close that people can touch hands out of the windows, that is just fine. 1 acre lots with room to have a garden, children having room to play etc, NOPE....zoning laws prohibit this.

Basic Economics by Thomas Sowell should be required reading for all public officials. I am sure Democrats would not have the slightest interest in in. He goes into the effects of rent control in some detail. Less supply of housing. The rentals deteriorate in quality. People game the system. It is a disaster.
