How about the Governors of Texas and Arizona both declare a State of Emergency due to the incoming flood, and the POTUS grants each state a few Billion $ to build border barriers.

This is an interesting approach.
Also, Mulvaney keeps saying the administration has already identified other sources of funding in the federal budget that is available to them for use in wall construction. I have not heard any specifics on that, but would like to.

Game, set, match...For whom? He could've done this without the first shutdown, and without a restriction on beds for invader criminals. Heck, he could've done it the first budget Paul Ryan wrote, demanding some wall money back then and maneuvering for more.

The money is only the beginning of the problem.
Congress will pass a law forbidding building a wall. They may very well override a veto. Their donors simply are not going to stand for a wall.
Every foot of wall is going to disturb the migratory pattern of some worm, or squash a butterfly. Every single foot will be the subject of multiple lawsuits.

What utter nonsense. This plan isn't in the president's hands at all - it's in the hands of Congress. The sequester can only take place if Congress does not agree to lift the 2011 caps - and does anyone really believe that McConnell and the GOP will not agree to do so? Have we all forgotten that the GOP controlled both houses of Congress for the last two years? Are we all supposed to pretend that McConnell is not pressuring Trump right now to accept the current funding deal which does not give money for the border wall?
This is not a plan at all - it's simply a way to ensure that the Congressional GOP will continue to thwart Trump's campaign promise to build a wall.
