An FDNY paramedic was promoted to captain last month despite failing her state recertification exam for the second time — and landing on a restricted list, The Post has learned.

An internal FDNY report obtained by The Post shows Arroyo was restricted, or barred from working as a paramedic, on Dec. 20. Her state certification expires on Feb. 28.
Yet on Jan. 23 she was sworn in with 22 other new EMS captains.
FDNY insiders called Arroyo’s ascension a blatant case of favoritism.
“Nobody should be promoted when they’re on restriction,” one fumed. “She happened to be the chief’s aide, so you tell me why.”
More qualified lieutenants, including other women and minorities, were passed over, FDNY members said.

In a uniformed city system I can tell you first hand there are hirees that go to the front of the line with no experience for the job, no knowledge of the job, just because he or she is doing favors or related or friends of a friend. All others who have the qualifications for the job are passed up by the agencies devious rules and regulations the hierarchy made up over the years to protect their own.

Fifty years from now people will look at conservatives and wonder why we let all this sh1t happen to the detriment of society, individuals, and the country.

Everyone here is missing the obvious. The test is too tough, and is probably biased against stupid people. I demand that the test be watered down.
I’m wondering now.
What could go wrong? I hope we don’t find out.
