I agree that African and Caribbean blacks often stand head and shoulders above American blacks, but the fact is they don’t have any real successful states/countries; even they have to flee to a “white” country (here or in Europe).
The real problem with these finding by Watson, and I suspect the real issue with their release, is what to do with people who will never catch up. How would you react if you knew that most people who didn’t look like you were far better educated and disciplined, and would have a better lifestyle as a result? We see the answer in every major city in this country, and in the policies the representatives of those people push: They have given up trying, and just want high-paying makework jobs (initially in government, now required of companies as well). Assimilation failed completely, now we’re just fabricating an illusion of successful integration (but all involved know better).
Employers and schools are not allowed to treat members of protected minorities as individuals.
The government currently asserts that any disparity in results which negatively affects protected minorities, is evidence of discrimination, which MUST be remedied through affirmative action and other measures, or the "discriminating" entity will face legal consequences.
On the subject of "Cultural Capital", a few decades ago the Minnesota Transracial Adoption Study looked at children with black biological parents who were adopted into affluent white families. The kids grew up in middle class white culture, went to good middle-class schools, had all the advantages of white kids, since babyhood.
IQ tests administered at 17 showed the black kids with an average IQ of 89.

I remember when it came out. Still not sure what I believe. I worked with a lot of black folks. Some bright some not. But many had other qualities. Honor courage humor family values. Punts for something. We’re in a pc age where you can’t make a simple factual statement I wonder what top universities think about iq tests

There is a lot of evidence that its a cultural effect. And who had a BIG hand in creating present-day African-American culture? White liberals and other “well-meaning” democrats. Liberals hate this type of discussion because close examination of the problem will reveal this.
From personal experience as well as from what I’ve read, actual African people from Africa think a lot of America - US African-American culture...not so much.

For example, no one ever sat in a class room, where the person on either side was their equal. Some are better at one thing, some at another; some have one type of motivation; some another. Some people have many strengths; some many weaknesses; etc., etc...
The need to pretend to an equality among individuals or definable groups is evidence not of wisdom, but of compulsion. And it serves the interests of no one but grievance mongers & other demagogues. You are also completely correct that egalitarianism has repeatedly--not just with the poor Tutsis, but repeatedly--led to genocide against high achieving groups.
