When IQ tests were first developed and applied on a wide scale in the 1920s, it was found that newly arrived East European Jews and their children did poorly on the tests. This led to wide concern that genetics meant had left Jews were intellectually impaired. Yet within a generation, Harvard and the rest of the Ivy league imposed quotas limiting the admission of Jews. Now, similar quotas are covertly applied to limit the numbers of Chinese students and to protect the admission preference for the children of graduates and major donors. Whatever the influence of genetics on intelligence may be, surely IQ tests also measure something else that is even more important: the determination to excel in school.
And one of the more intelligent folks from that continent has a suggestion: Let Africa Sink
And for the Neo-Nazis and alt-Whities crowing over Mr. Watson's observations, they should remember that the average IQ of Asians is a little higher than that of White people.
As for how intrinsic the IQ difference may or may not be, we just need to remember that Africa is mostly run be deplorable people who are perfectly fine with keeping their citizens dumb, poorly fed and oppressed.

I’ve had American black employees, Commonwealth black employees, and African born black employees. American blacks exhibit all the negative traits of the ‘hood.’ The other blacks do not. You could blame the Great Society for imbuing the entitlement mentality of American blacks, from which all else followed.

Fact of the matter is neither has a basis to conclude either.
Intelligence is such a broad trait as to be meaningless for scientific analysis. Aspects of intelligence specifically defined can be. But that then brings up issues of characterizing and defining genetic populations. For example Watson’s anecdotal comment makes no sense in that American black genetics is quite different than African on the whole.
Intelligence and genetics really hasn’t been studied and no one knows the genetic basis for “intelligence”, nor even specifically deigned aspects such as ability to do certain math etc...
There’s so much more to this topic that is too much to discuss here. There’re the scientific questions and then the socio-political environment which makes even objectively discussing the topic a minefield.
That would be a good bet.

The weird thing is this could be turned around to be progressive. e.g. Saying trying to force our western culture and paradigms on a foreign culture is cultural imperialism and not appropriate for non western cultures.
e.g. Science is racist compared to folk beliefs.

Jews even in pales and other pseudo reservations did quite well and excelled in all manner of sciences and business

I would note that Ashkhenazim Jews do indeed test well on IQ tests but Sephardic and Mizrahi and Oriental Jews don’t test any higher than most caucazoidal means
Chinese IQ tests depend wholly on which Chinese you’re testing same as testing white Americans or black Americans where large deviation exists
This area of so called science is so political that study after study exists to try to convince people to simply ignore what they experience their entire lives
Ultimately it feeds the holy grail of dismissing any and all white accomplishments and western civilization as a fluke or theft from non whites

Having worked for over 3 years as a C.O. in a county jail my observations lead me to the dsame conclusion as Dr Watson.

Sowell talks about Cultural Capital as being foundational to intelligence and success.
However there are dull children as well as bright ones even in the early years.
