Scott, Im sure you are right but like a cop arriving at a chaotic scene, sometimes you have to go Safety First. Trump was our Lets Hope This Works. Tree of Liberty and all that. Sigh.
Don’t get me wrong, I wouldn’t be against that at all.
I just think it will be as messy as any other method.
Using DoD is always an option. National security and all. 2019 DoD budget is $20 billion higher than 2018.

... of which $4.8B goes to southern Mexico. That is close to the $5B amount Trump wanted for the wall next year.

Me too, it has turned into something I can find in CNN. Maybe instead of saying the wall wont be funded tell us why.
I thought the executive had the power to declare a national emergency and use the military/pentagon budget to build the wall.
Everything I see about Congress putting limits on Trump’s wall spending says simply that that pertained only to the very limited, earmarked funds for border security passed last March:

It’s not my faith in Trump that I question, it’s Congress. It’s not what I wish for or want. Why is everyone so quick to criticize motives, geez?
I’m simply making a prediction, nothing more. Just like saying my Dallas Cowboys won’t win a playoff game this year.
I’ll believe it when it’s done. No wall. That’s my guess. If that bothers you, then that’s your issue.

People will still go to see President Trump.
But President Trump building the wall is a signature issue. He made the wall an issue at many a campaign rally before the election and has brought it up after the election.
He has stated on more than one occasion he was willing to shut down the government to get more wall funding. Last week he brought cameras into the meeting with Pelosi and Schumer to drive him the point that he would use a shutdown to get more wall funding. Did he get more funding? His threats of using ashutdown to get more wall funding does not yet appear to be a successful strategy. We will find out in late 2019/early 2020.
If is was not successful, there's a possibility that voters that supported him in 2016 will lose faith.
People want to see substantial progress on the wall. President Trump knew about the media and their dislike for him and his policies, and the status of the House and Senate Republicans before he took office. It's up to him to adapt and improvise.
