New video shows off-duty Chicago police sergeant shooting teen from vehicle

Video released Tuesday shows an off-duty Chicago police sergeant opening fire from his vehicle and wounding an apparently unarmed man as he stood on a sidewalk in front of a home in the Morgan Park neighborhood on the Far South Side.

The Civilian Office of Police Accountability released police dashboard camera, home surveillance video and police reports more than a year after Ricardo “Ricky” Hayes, then 18, was shot in the arm and chest in the 11100 block of South Hermosa Avenue.

The police reports identified the officer as Sgt. Khalil Muhammad, who was placed on paid desk duty indefinitely soon after the shooting on Aug. 13, 2017.

Hayes, who according to his attorneys has developmental disabilities, had been reported missing about three hours before the 5 a.m. shooting.

A federal lawsuit filed in August on Hayes’ behalf alleges that Muhammad used excessive force, saying Hayes posed no threat when the officer opened fire. The suit names Muhammad in addition to the city of Chicago as defendants.

Surveillance video from the front porch of a residence shows Hayes running as a vehicle apparently driven by Muhammad follows him. Hayes stops and stands on the sidewalk in front of a home as the vehicle approaches.

Hayes takes several steps on the sidewalk before two gunshots from the vehicle can be heard on the video. Hayes runs out of frame, and the officer later identified as Muhammad exits the vehicle.

Other third-party security video shows Hayes running toward a car before the shooting.

Muhammad essentially did a drive by shooting. Typical for Chicago.

And another Mohamed did the same thing last year in Minneapolis when he too shot and killed a woman as he sat in his car.

Are muslim cops too lazy to even get out of their cars before shooting innocent people?

Other reports indicate the teen is autistic. Poor kid.

He obviously didn’t know that if you run from the cops - you will get shot.

Hell, even if you stop running and stand still, you just make yourself an easier target for the cop.

Well, at least he was able to keep his job and get desk duty.

Most of us would be in prison for this.

Crawling on the ground while trying to follow orders might not help either. Back in 2016 Daniel Shaver was shot and killed while in that position.

The video shows him moving toward the police car before being shot. The article obscures that fact. However, in the video he doesn’t appear to be that close to the car or posing an imminent threat. He was running around before that perhaps the cop felt threatened that he might run at the car. The shooting appears unnecessary from the video.

thanks.

I know his attorney has to do what he has to do for his client.

That video is kinda weird. You don't see him then bang he's running.

Not sure why he was reported missing as he is 18 - so no curfew. Maybe he does have developmental issues.

It does say the video release was delayed to see if it was legal to release info on a ward of the state.

If things are as portrayed, the cop probably screwed the pooch.

Hayes has developmental disabilities, but he can run.

Mental issues, I would guess.

Sgt. Khalil Muhammad will no doubt be given union representation as well as support from the Muslim Brotherhood.

He will be treated fairly. As for the kid, who knows? If the kid were a clean-cut boy of European descent, most likely his family will be at their wits’ end over this.
